Temporary Traffic Management Framework

In April 2013 Interserve was awarded the Highways Agency Category Management Framework contract. The framework covers the provision of Temporary Traffic Management (TTM) under the National Highways Sector Scheme (NHSS) types (12A-D).

Temporary Traffic Management Framework

The scope of the framework includes temporary white lining, contraflows, temporary speed cameras, CCTV, vehicle recovery and design of traffic management layouts for motorways, dual carriageways and smaller roads.

The framework structure breaks down work by region and requirement. The works to be provided under each lot are:

Lot Group A

Provision of NHSS 12A and 12B services - the installation, maintenance and removal of static temporary traffic management measures on motorways and high speed dual carriageways (12A: schemes incorporating contraflow operations and/or temporary road markings, 12B: not incorporating the above).

Lot Group B

Provision of NHSS 12C services - mobile lane closure traffic management on motorways and other dual carriageways.

Lot Group C

Provision of NHSS 12D services - installing, maintaining and removing temporary traffic management on rural and urban roads.

Each Lot Group is split into four regions:

  • North (Areas 10, 12, 13, 14)
  • Scotland Midlands and Wales (Areas 7 and 9)
  • East (Areas 6 and 8)
  • South (Areas 1, 2, 3, 4, M25 DBFO)

Interserve was successful with six of the eight lots tendered:

  • Lot Group A in the North, Scotland and East
  • Lot Group B in the Midlands and Wales and East
  • Lot Group C in the Midlands and Wales and East

The framework will run for four years and will be available to the Highways Agency as well as the other Executive Agencies of the Department for Transport, other central government departments and local Highway Authorities in UK, Design, Build & Finance Operators (DBFO’s),Welsh Assembly Government, Transport for Scotland and tier one contractors.
